Palestinian PM Unveils $67 Billion Gaza Reconstruction 5 years Plan

Palestinian Prime Minister Mohammad Mustafa on Thursday announced a comprehensive three-phase recovery and reconstruction plan for the Gaza Strip, estimated to cost $67 billion over five years.

Speaking at a press conference in Ramallah ahead of a special meeting on the initiative, Mustafa said the plan was developed in partnership with Arab and international experts to rebuild Gaza after nearly two years of devastating Israeli attacks that have left tens of thousands dead and widespread destruction.

The first phase, focusing on urgent humanitarian and infrastructure needs, is expected to last six months and cost $3.5 billion. The second phase, spanning three years, will require $30 billion, while the final phase will complete long-term reconstruction and recovery.

Mustafa said consultations are ongoing with international partners to secure resources for the plan and announced that a major reconstruction conference will be held in Egypt one month after the war’s end. He emphasized that Israel must withdraw from Gaza, open border crossings, and allow the entry of humanitarian aid and reconstruction materials.

Rejecting external conditions on Gaza’s governance, Mustafa stated that the Palestinian Authority (PA) already governs the West Bank and intends to extend its authority to Gaza once conditions allow, adding that “there will be no internal Palestinian dispute on this matter.”

Meanwhile, the UK, Egypt, and Palestine said they are working to mobilize private sector financing for Gaza’s reconstruction to ensure a Palestinian-led recovery process.

In a joint communiqué following discussions at Wilton Park this week, the three governments said the scale of Gaza’s destruction underscores the urgent need for practical and sustainable financial solutions. The talks brought together international investors, Palestinian business leaders, and Arab and international representatives to explore private funding mechanisms.

The co-hosts affirmed their commitment to supporting the upcoming Cairo International Conference on Recovery, Reconstruction and Development of Gaza in November, as part of broader international efforts toward rebuilding Gaza and advancing the two-state solution.
