Kapila Perera has reportedly resigned from his position as Secretary to the Ministry of Transport, Highways and Urban Development.

According to reports, the resignation follows a ruling by the Supreme Court of Sri Lanka which found that Perera had violated the fundamental rights of W.S. Sathyananda, whom he had appointed as Additional Secretary to the Ministry.

Court documents stated that when Sathyananda reported for duty, he was informed by the Ministry Secretary that his services were not required and was instructed to leave.

Sathyananda later filed a fundamental rights petition before the Supreme Court.

In its judgment, the Supreme Court ruled that the actions of the Ministry Secretary had caused humiliation and mental distress, amounting to a violation of both fundamental rights and established procedures governing state appointments.
